Rocky Creek Park is a day-use park owned and run by Georgia Power on the southeast shore of Lake Sinclair, the 15,330-acre reservoir that Sinclair Dam created on the Oconee River in 1953. The park wraps around the mouth of the Rocky Creek cove, a short way up the lake from the dam and about five miles northeast of downtown Milledgeville in Baldwin County. Georgia Power's own recreation table for its Oconee and Sinclair lakes lists the park with swimming, a playground, picnic areas, a boat ramp, trails and restrooms, and its reservation system describes the site as a boat ramp and day-use area with a beach.

Use Rocky Creek Road, Milledgeville, as your destination. The park has two entrances. One serves the beach, playground and pavilion side, and the other leads to the concrete boat ramp, its trailer lot and a stretch of bank where people fish. Parking is $5 per vehicle, charged per car rather than per person, and Georgia Power also sells an annual day-use parking pass for $50. No reservation is needed for a regular day visit.

The swim area is a small sand beach on the east side of the park, facing into the cove, with a designated swimming area just off the sand. Past the sand the bottom turns into the natural floor of the reservoir. Georgia Power does not publish depths for the swim area, so wade in and check before anyone jumps or dives. The water is warm by midsummer, as you would expect on a central Georgia reservoir, and there is no current to speak of inside the cove. Neither Georgia Power nor the county visitor bureau lists lifeguards here, so plan on swimming unguarded and keep children within reach.

This is a seasonal beach. Georgia Power's 2026 season for the Rocky Creek Park beach area runs from May 23 through September 7 (Labor Day), and Visit Milledgeville lists daily hours of 10 a.m. to 7 p.m. during that stretch. Outside the season the beach side is closed, while the Rocky Creek boat ramp stays open year round. Georgia Power bans alcohol in its parks, and pets must be on a leash no longer than six feet and are not allowed on the beach or the playground.

The boat ramp sits only about 130 meters west of the beach, so expect boats idling in and out of the cove on summer weekends and stay inside the swim area. Lake Sinclair is also the lower pool for Georgia Power's Wallace Dam upstream, so the water line can move a little from day to day. Afternoon thunderstorms are common in summer; get out of the water at the first thunder.

Beyond the beach there is a pavilion with restrooms and vending machines, picnic tables, grills, a playground, a fishing pier and a short walking trail. Anglers come for bass, crappie and catfish from the pier and the banks near the ramp. There is no camping at Rocky Creek Park. Paddlers can launch a canoe or kayak from the ramp and explore the cove and the open water toward the dam.
